Position Summary

 

General Summary:
Under the general supervision of the Water Department Director, the Water Project Supervisor performs administrative, technical, and project management duties for drinking water utility projects. This includes the coordination of capital improvement projects for water treatment systems, distribution systems, and related infrastructure. The position ensures that projects are completed on time, within budget, and in compliance with local, state, and federal regulations.

The ideal candidate will possess strong leadership skills, the ability to collaborate across departments, and a problem-solving mindset, ensuring high-quality and sustainable water resources management.

Distinguishing Features of the Class:
This role encompasses both project management and technical oversight of water infrastructure projects, including planning, budgeting, scheduling, regulatory compliance, and contractor management. It involves working directly with consultants, coordinating with stakeholders, and leading the planning and execution of improvements and maintenance for the city's water treatment and distribution systems, and related facilities.

 

Job Duties

 

Job Duties:

  • Serve as project supervisor for water utility projects, including treatment plant, distribution system, and related infrastructure.
  • Develop project scopes, budgets, and schedules, ensuring compliance with regulatory standards.
  • Supervise and manage the design, bidding, and execution of projects, including consultant and contractor selection and contract management.
  • Prepare and review technical reports, engineering designs, and construction specifications for water-related projects.
  • Conduct feasibility studies, environmental impact assessments, and technical analyses to inform project planning and decisions.
  • Monitor project progress, budget, and timelines, proactively resolving issues and ensuring projects stay on track.
  • Act as liaison between the project team, clients, regulatory agencies, contractors, and other stakeholders.
  • Coordinate project procurement, ensuring that all materials and services comply with regulatory and quality standards.
  • Oversee project closeout, ensuring proper documentation, compliance checks, and final inspections are completed.
  • Provide leadership in the development of annual work plans and capital improvement budgets for water utility and stormwater projects.
  • Ensure that projects meet environmental standards, water quality and safety requirements.
  • Stay current with developments in engineering standards and regulatory changes.
  • Assist with the development of water utility policies, standards, and best practices.

Knowledge, Skills, and Abilities:

  • Engineering and Technology - Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and construction of public improvements.

  • Building and Construction - Knowledge of materials, methods, and the tools involved in the construction or repair of public infrastructure such as highways and roads, sewer, drainage, and water distribution systems, and broadband communications.

  • Design - Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.

  • Administration and Management - Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.

  • Law and Government - Knowledge of laws, legal codes, precedents, government regulations, executive orders, and agency rules.

  • Critical Thinking, Judgment and Decision Making - Thinking about the pros and cons of different ways or options to solve a problem, and picking the best one.

  • Time Management - Managing your time and the time of other people.

  • Deductive and Inductive Reasoning - Using or making general rules or coming up with answers from lots of detailed information to solve problems.

  • Mathematical Reasoning - Choosing the right type of math to solve a problem.

  • Visualization - Imagining how something will look after it is moved around or changed.

  • Originality - Creating new and unique solutions.

  • Safety – Jobsite safety awareness and reporting.

 

Qualifications

 

Qualifications:

  • Bachelor of Engineering in Civil or Environmental Engineering with considerable experience, minimum of 3 years, in the field of water utilities including water distribution and/or water treatment systems
  • Or equivalent experience, plus a high school diploma, in a technically relevant project supervisor or coordination role with a minimum of 5-years of experience working on utility-related projects of increasing or equally challenging difficulty, and supplemented by technical training in a related civil or environmental engineering field;
  • Must have strong written and verbal communication skills
  • Possession of or ability to obtain and maintain a valid Iowa driver's license.

Preferred Qualifications:

  • Iowa Professional Licensed Engineer in Civil, Environmental, or Water Resources
  • Possession of or the ability to obtain and maintain a state of Iowa Grade IV Water Distribution Certification.
  • Field management experience
  • Certifications as a Project Manager Professional
  • Any equivalent combination of experience and training
